BGP Engineers
(The Netherlands)


BGP engineers BV's core business is in climate change, sustainable technology and renewable energy. The company's key competence is in consulting, project development, engineering and project implementation. BGP's staffs consist of senior experts with longstanding experience in Central Europe. They have been working in the Central and Eastern European countries since 1994 and have been realizing projects in the energy sector, in GHG-mitigation, in renewable energy, in forestry, in recycling and waste management and industrial installations. 

BGP's staffs have experience with Greenhouse Gas (GHG) reduction projects in Central and Eastern Europe. The staff completed successfully projects in the field of Joint Implementation (JI), Clean Development Mechanisms (CDM) and Emissions Trade (ET). Expertise is provided on:

BGP's core competence is in the management of large projects that comprise various elements, such as institutional, technical and financial aspects. Its staffs consist of well-qualified project-managers with over 20 years of experience. 

The company has been active in Climate Change issues since 1998. At present, BGP is working with several national authorities in both the EU-15 and the NMS, including Austria, Belgium, Czech Republic, Estonia, Hungary, Poland, Slovak Republic, The Netherlands, Sweden.



TUV Rheinland Group (Germany)


TüV provides a team, that has comprehensive experience in the performance of monitoring systems, reporting and verification of emissions for national and international authorities, as well as for private enterprises. Especially in the field of assessment of the state of technology and of balances, as well as monitoring impacts of pollutants from industries, trade, traffic etc., the proposed team has already performed several studies for private companies, government agencies and national and international institutes. TüV experts are participating in consulting bodies for standardization of technical rules as VDI/DIN, ISO and CEN.

With up to 300 representative offices, the company has its affiliates also in Bulgaria, Czech Republic, Hungary, Latvia, Poland and Romania. Certifying products for international trade and providing competent advice to companies, TÜV Rheinland Group is a leading international technical service provider.


Our competent, highly qualified experts are always close at hand to provide a wide range of consultancy, research, inspection and monitoring services to support partners from the government, industry and commerce. TÜV Immissionsschutz und Energiesysteme GmbH is a member of the TÜV Rheinland Group and is organized into two main divisions: Environmental Protection and Energy Technology. Applied research projects for industrial and public clients have been elaborated for more than 25 years, as:

For the appropriation of these services nationally and internationally there is working approx. 100 qualified and experienced experts of different faculties like engineers, chemists, physicians, mathematicians, biologists, economists and others. Extensive laboratories, test facilities and mobile measuring devices are available with most modern equipment. As a precondition for the carrying out of many test procedures, the departments and laboratories are accredited (e.g. ISO IEC 17.025 resp. EN 45.001) and equipped with recognitions and admissions of national and international institutions, authorities and technical organisations. In Germany and in the EU, TÜV-experts are participating in consulting bodies for standardisation of technical rules as VDI/DIN, ISO and CEN. 

Responsible for the project "Capacity Building for the Implementation of the EU Emissions Trading Directive in New EU Member States" is the department of environmental protection, which is able to provide the services required in this tender with a highly qualified team of experienced specialists. This team has comprehensive experience in emissions trading on national, EU- and world wide level.



MOBilisation for Environment  (The Netherlands)

As an internationally operating firm MOB offers services in a broad range of disciplines in the fields of capacity building and institutional development for Central and Eastern Europe.

The firm provides both short and long-term technical and administrational assistance in preparing and implementing national and international environmental programmes. The assistance during the entire project cycle includes activities ranging from identification of programmes, assistance in preparation, appraisal, financing and supervision of the implementation of both projects and programmes.

MOB is involved in and manages a number of institutional building projects. These projects relate to training on environmental management and policy preparation. Recently, various projects have been implemented related to the approximation of environmental legislation of the EU applicant countries. For instance, in a recent assignment our key staff managed the quality assurance of a Hungarian programme related to approximation of environmental law and environmental policy preparation, Preparation of the IPPC and SEVESO II Directives implementation. Furthermore, our staffs have managed a programme related to the upgrading of environmental law enforcement structures and IPPC implementation in Hungary. Finally, MOB assists various applicant countries in the identification and formulation of environmental programmes related to their approximation efforts. MOB currently has a staff of 10 persons and holds offices in Nijmegen, The Netherlands
